OSTP Mandate: Public Access Policies for Federally Funded Research

Quick guide to public access requirements from federal funding agencies.

Department of Transportation (DoT)

The DoT Public Access Policy has been in effect since December 31, 2015:

  • Fully covers published outputs
  • Fully covers data
  • Requires all research proposals to include a Data Management Plan (DMP).

DoT requires all funded-researchers to:

  • Submit electronic version of final peer-reviewed manuscripts to the agency’s National Transportation Library (NTL) digital repository and make them publicly available no later than 12 months following publication.
  • Deposit digital data sets resulting from DoT- funded scientific research in a publicly accessible repository.

DoT allows the inclusion of appropriate costs; for data management and access in proposals for federal funding for scientific research.
