The Online version of Power BI is available from the Apps area of Office 365. 

ArcGIS login Information: 

In the Online version of Power BI, click the settings gear icon in the top right corner, click ArcGIS Maps for Power BI, check “Use ArcGIS Maps for Power BI.”
