OSTP Mandate: Public Access Policies for Federally Funded Research

Quick guide to public access requirements from federal funding agencies.

U.S. Agency for International Development (USAID)

The USAID policy has been in effect since October 1, 2014:

  • Does not cover published outputs.
  • Fully covers data. 
  • Requires all research proposals to include a DMP.
  • Plan does not include information about whether or not USAID allows the inclusion of appropriate costs for data management and access in grant proposals.

USAID staff, contractors and recipients of USAID assistance awards (e.g. grants and cooperative agreements) must submit any dataset created or collected with USAID funding to the Development Data Library (DDL).
